Making the difference involving parents better in schools
Question 13
On balance, do you agree that rights of attendance for certain non-members of a parent forum should not be a part of the new arrangements ? In other words do you agree that non-members of the parent forum should attend only by invitation or do you believe the Headteacher should have the right to attend, with the councillor or other individual by invitation ?
"1, No - I think that an
informal forum will not work. Currently Board meetings are
open public events which is one of their strengths giving them
validity and accountability"
"2, No - disagree - See
Question 5"
"3, No - see question
8"
"4, Should be open to
parents, teachers and councillors - perhaps open to the public as
well including press"
"5, Only if
invited"
"6, Yes - agree with
proposal - viz non-members by invitation only - tendency on our
School Board for Headteacher to dictate/dogmatise and friction
ensures if/when any parent challenges her. I believe
sufficient fora for Headteacher to have her input
elsewhere."
"7, We feel there should
be rights to attend for Headteacher, police, councillor or others
of similar status"
"8, Yes"
"9, We agree"
"10, Do not agree with
forum"
"11, It is vital that
the Head Teacher be part of the School Board and any subsequent
organisation in its place. There can be no meaningful
discussion about the progress of a school without school staff
representation and without such representation there is grave
danger of a gulf opening up between staff and parents and the
organisation becoming a forum for petty complaints and suspicion.
It is also right that local councillors should have a right to
attend. They can give guidance about Local Authority
thinking and are also a useful channel from the meetings to the
Authority when questions need to be asked."
"12, "
"13, School should
always be represented"
"14, The Head Teacher
should always be invited or her elected representative."
"15, Head teacher and
Councillor should attend and should be 'open' as at present"
"16, Yes I do believe
that non-members should have the right to attend to ensure a
balanced approach"
"17, Yes - by invitation
only"
"18, Agree that
non-members should attend by invitation only. Account must
be taken of proposals for changes in Scottish Local Government
election process in 2007.
"
"19, The Head Teacher
must attend all meetings"
"20, The current School
Board set up is an excellent framework for governing
attendance"
"21, Yes - they should
be able to attend, openness is essential"
"22, Co-opted community
members are invited - e.g. councillor and HT should have right to
attend"
"23, Anyone who speaks
to members should be able to attend"
"24, "
"25, No we don't agree
but we agree HT should be at meetings and others through
invitation"
"26, There are too many
conflicting negatives in the question posed! Why not decide
beforehand which makes better sense! Of course the HT
should have the right to attend and also that the Councillor
should retain the right to attend."
"27, Head Teacher and
elected councillor should be required to attend"
"28, N/A"
"29, A teacher,
preferably the HT should be part of any forum meeting - advisory
capacity/immediacy of response. Concern raised about
developing a ""them"" and
""us"" culture. Concern about what may
be discussed at forum if staff not represented. Unnecessary
waste of time when staff or HT could respond to concerns if they
were present rather than organising another meeting"
"30, -"
"31, "
"32, No - do not approve
of proposed Bill"
"33, We believe in the
necessity of having such as the Head Teacher or Councillor
present and this is one reason for continuing with the School
Board."
"34, I do not agree with
the Bill. School Boards work collaboratively with Head
Teachers/Staff members. Councillors can be an asset at
certain times too."
"35, The entire Bill is
flawed"
"36, No - keep School
Boards"
"37, Head Teacher should
have the right to attend"
"38, We think as a
general rule it is pointless to have a meeting without the Head
Teacher and certainly councillors should be encouraged to
come"
"39, "
"40, All parents but
public by invitation and Head Teacher and councillor open
invitation"
"41, The right to know
should not be withdrawn from parents of children attending the
school. Every Head Teacher should have the right to attend
and not just by invitation."
"42, "
"43, Head Teacher,
Councillors etc should have the right to attend"
"44, Head
Teacher/Staff/Councillor/Clergy should have the right to
attend"
"45, Board feels there
should be a right to attendance, open to anyone, to attend
meetings, unless the forum should wish to discuss any particular
matter 'in camera'. Board feels strongly that Head Teacher
should be part of the school forum as Board feels this should be
a partnership arrangement. Any parent forum should promote
a good relationship with the staff and school."
"46, No - Head Teacher
and local councillor should have right to attend"
"47, Yes - they should
be invited, but in the case of dispute with Council education
members, parents should have the right to discuss these matters
in private."
"48, The Head Teacher or
a member of teaching staff is essential to good two-way
communication. Councillor to be invited at parents
discretion"
"49, "
"50, "
"51, Non-members should
have the right to attend. As to what rights they have we
are unsure. Can they vote? Put item on agenda etc. Constitution
would be required"
"52, The Head Teacher
and local member should have a right to attend. The purpose
of this exercise is to create ambitious, excellent schools.
The creation of a good working partnership between parents, head
teachers and the education authority is essential to improving
standards and quality of education. The head teacher's
advice at Board meetings is invaluable and a constructive dynamic
approach can only be achieved through mutual respect and working
closely together for the good of the school."
"53, "
"54, "
"55, The present system
is more than adequate. Why are you making it more
complicated?"
"56, No they shouldn't.
Without the HT the thing would collapse and the Councillor always
good."
"57, Anyone should have
a right to attend - but not necessarily participate"
"58, HT and staff
members should be required to attend"
"59, "
"60, Anyone with a
legitimate interest in the school should be able to attend."
"61, The Head Teacher
and Councillor should both have the right to attend all meetings
of the parent forum to ensure the needs of the school are
addresses, the forum understands its responsibility to the wider
community"
"62, "
"63, HT should have the
right to attend as an adviser"
"64, Attendance of the
HT is an integral part of the functioning of the School Board.
Without the Head Teacher's attendance there can be no dialogue
between parents and school therefore the HT's attendance is
mandatory for the functioning of such an organisation."
"65, "
"66, "
"67, We believe that it
is essential that all Head Teachers e required to attend parent
forums in order that its discussions are well informed and there
is a continuing dialogue over issues of concern to parents.
We believe that classroom teachers, senior pupils and councillors
should retain a right of attendance since they may all offer
valuable perspectives on matters that concern parents. Dialogue
between parents and each of these groups is valuable means of
partnership. If they were to attend by invitation only, the
parents forums might lose some possibilities for unanticipated
discussion and debate."
"68, All meetings should
be completely open. Head Teacher's attendance should be
mandatory. Only exceptions would be for e.g. consideration
of a short leet for senior school appointments"
"69, The overall feeling
of this group is that the HT or other teaching staff should be in
attendance as it would defeat the purpose of the forum to discuss
school matters without a full input. These meetings should
be open to anyone with an interest although the right of speech
should be with the chair of the group."
"70, The Board felt that
rights of attendance should be part of the new arrangements.
We feel that attending councillors, Head Teacher, education
authority rep are a vital link with the wider community and
school"
"71, "
"72, "
"73, "
"74, No - believe staff
and council should have the right to attend. Promotes
partnership"
"75, School Boards and
PTAs are already open to those who have a right to attend and the
parent forum should be open to all those who are concerned with
the child's welfare."
"76, I think it should
be open and flexible meeting for anyone to attend"
"77, No"
"78, No - as Parent
Forums are only a proposal so we cannot agree. However the
Head Teacher must have the right to attend"
"79, Good communication
with the school suggests that a Head Teacher or teacher
representative should usually be present. Anyone else
should attend by invitation only."
"80, Rights of
attendance as currently provided should endure."
"81, Any parent should
have a right to attend by invitation or request. Head
Teachers should attend at the request of the forum. Councillors
should be invited to become co-opted members"
"82, There ought to be a
right to attend for parents, Head Teacher and Councillor"
"83, "
"84, Current system
should be retained. Head Teacher should always have right
to attend"
"85, For the new forums
to be effective the Head Teacher as a minimum should be required
to be a member. Other co-opted members - staff and from the
wider community - have provided valuable inputs and their
membership should not only be encouraged but provided for. Parents
are not the founts of all knowledge."
"86, Head Teachers
should have the right to attend with others by invitation. Consider
Parent/Teacher forum. Staff need to be included. A
report should be sent to parents after each meeting or at least
once a year."
"87, "
"88, All should have the
right to attend as an observer and should be welcome to make
representation to the organisation by a number of avenues."
"89, "
"90, "
"91, We believe that
non-members, especially head teachers and local councillors,
should have the right to attend, except for extraordinary
meetings closed to non-members."
"92, We, as a school
board, representing the views of parents whose children attend
(our) school, are unanimously rejecting the new proposal, and are
against abolishment of the Scottish School Board 1988 Act."
"93, Yes, we
agree."
"94, If forums went
ahead, head teachers & teachers would not be by invitation
only, but part of the natural process."
"95, Meetings open to
all."
"96, "
"97, We think rights of
attendance should stay as they are."
"98, We believe, Head
Teacher, Councillor and any other invited party should be able to
attend."
"99, Not
applicable"
"100, Rights of
attendance should continue."
"101, We want the
headmaster"
"102, There should be a
mandatory duty for Headteachers, councillors and education offers
to attend if asked."
"103, I think there is
always a basis for the head teacher and the councillor to attend
without them to my mind the parents are deprived of access."
"104, Need for
Headteacher to ensure accurate information about the school.
Councillors & co-opted members bring valuable dimension to
discussions."
"105, No."
"106, Depends on
circumstances."
"107, Invitation
only."
"108, Anyone should be
allowed to attend."
"109, N / A"
"110, It is imperative
for the Councillor, the head teacher, staff representatives and
other non-parent representatives to be involved as members.
There should also be the option to invite others in as felt
necessary."
"111, Head Teacher
obviously has finger on pulse of what's going on throughout the
school and what the needs of the school are, her opinion is
invaluable to allow the Forum insight into the school and what
they should be working to achieve.
The councillor also has invaluable input into schemes which may
benefit the school and can ""fast track"" us
to appropriate people. She also has an interest in the
Community as a whole.
Non-members may be allowed to attend by invitation.
(Head-teacher and Councillor should always attend)"
"112, "
"113, Head Teacher
should have right to attend."
"114, Head teacher
should always be welcome - this should be open to all who have
some interest in the school."
"115, Yes, however it
would be hoped that each forum would have a good enough
relationship with the HT that they would wish to invite them
anyway. (see over)"
"116, Head Teacher
should have the right to attend, along with any other interested
party."
"117, The Head Teacher
should have the right to attend as a member and should be
expected to do so. Others, such as further staff members
and community representatives would attend by invitation."
"118, The Head Teacher
should have the right to attend but the others only attend by
invitation."
"119, Agree that head
teacher should attend."
"120, The strength of
the Board is that parents cannot hijack meetings with their own
agendas."
"121, The existing
arrangement should apply. Whereby the head teacher could
attend in an advisory capacity. The involvement of the head
teacher is desirable and should be encouraged."
"122, Councillors /
Headteachers should have open invitations."
"123, All non-members
should attend by invitation only. However Headteacher
attendance should be mandatory, together with a teacher."
"124, The make up of
Board (forum) should be as is with representation of school on
board."
"125, I feel
Headteachers, teachers, councillors and education departments
should have the right to attend."
"126, I can see no real
gain from exclusion of non-members of a parent forum who are
essential to achieving what the whole exercise is about -
cooperation in the best interests of the pupils."
"127, Both Head Teacher
and Councillor should have the right to attend."
"128, Blank"
"129, No. We
believe that head teachers and councillors should have a right to
attendance.
We believe all partnerships should continue to be promoted for
all those interested in the school."
"130, Not relevant, the
present arrangements under the current school board legislation
operate very satisfactorily."
"131, Headteacher, staff
should attend by right.
Also local councillors.
At our meetings, parents seldom attend but when they do, they are
invited to join the meeting and to address us on the issue they
wish to raise."
"132, Blank"
"133, By
invitation."
"134, The right to
attend"
"135, No, it should be
open to give everyone the right to air their views."
"136, Blank"
"137, Anyone who has an
interest in the school should be allowed to attend - no
invitations required, the school board / parents forum should not
be seen as an exclusive club."
"138, Everyone with an
interest should be allowed to attend."
"139, Disagree"
"140, No - open meetings
are essential. Head Teacher's attendance as advisors are
crucial. Co-opted members can offer impartial
advice. Clerk is also essential for recording of minutes,
etc."
"141, We believe the
Head Teacher must and should want to attend."
"142, Head teacher and
councillor should have the right to participate."
"143, Head teacher &
councillor should have right to attend. All others by
invitation."
"144, No - Head Teacher
and Councillor should attend."
"145, "
"146, "
"147, N / A as we do not
want forums and want school boards to remain."
"148, Should be rights
of attendance"
"149, Right to
attend"
"150, Same as current
school board arrangements."
"151, N / A"
"152, Right to attend
should remain as per current School Board legislation."
"153, No"
"154, Non-members should
always be there or other representative."
"155, Blank"
"156, No. We feel
that the Headteacher is invaluable as an advisor to the Board and
should have the right to attend. The local councillor feeds
back on council meetings and again we feel should be part of the
forum."
"157, N / A"
"158, Yes by invitation
with exception of head teacher."
"159, "
"160, N / A - existing
system works well."
"161, No - it should be
compulsory for a member of the school's senior management team to
attend. Councillors should have the right to attend."
"162, Meetings should be
'open' with formal agenda - includes other parents, teaching
staff, councillors, etc Someone should attend on behalf of
the staff e.g. head teacher. Councillors' attendance should
be requested if specifically required."
"163, No - non-members
should attend by invitation which could be a standing
invitation."
"164, In any parental
involvement group I think that the parents should always be in
the majority but that there should also be staff representation
and (in denominational schools) church representation. I
think this consultation should have promoted partnerships between
parents, pupils and staff but the idea of parent forums doesn't
seem to have that at its heart."
"165, Not willing to
answer 'loaded' questions about something unnecessary."
"166, "
"167, An obligation
should be placed on the Head Teacher or staff member to attend
and Councillors or other individuals should continue to have the
right to attend."
"168, We are happy with
the present situation. The input of the Head Teacher is
vital to the meeting. Parents are currently invited to
attend School Board meetings except where matters of
confidentiality are to be discussed."
"169, Head Teachers -
Essential. Clerk - essential, Councillors - highly
desirable. Meetings must be open (Freedom of
Information)"
"170, Meetings should be
open as they are currently where all parents have the right to
attend. Head Teachers should always be able to attend as
should councillors - councillors should attend at least once
annually"
"171, All should have
the right to attend as an observer and should be welcome to make
representation to the organisation by a number of avenues."
"172, No - rights of
attendance should be maintained to ensure that no personal
interest is aired"
"173, The feeling would
be that the Head Teacher should attend by right and teacher
representative as at present. The option should be that
local political representation should have the opportunity of
invitation dependent on whether the forum feels this
necessary."
"174, Head Teacher and
local authority attendance should be compulsory! Parents
must hear what management structure of education is about and
must be able to influence change and policy."
"175, The Head Teacher
should attend by right, to update parents and to hear what the
parents say. With School Boards any parent can come to any School
Board meeting. Staff members are present also. If
there are forums where certain people cannot come if not invited,
it will not improve school parent relationships at all."
"176, The Head Teacher
should be in attendance as by right, otherwise the way is open
for 'cabals' to be formed and this could 'open the door' to all
sorts of problems as has happened before in the private sector
(......... - 60s /70s parents took matters in to their own hands)
Schools should be a partnership between parents and staff -
schools cannot exist - one without the other.
"
"177, Happy with current
open ended provision"
"178, Non members should
have the right to attend - they should be public meetings. Head
Teachers, a member of staff and Councillors should be obliged to
attend and lay a role as per current School Boards."
"179, The current School
Board legislation is adequate in this respect. No others
should have a right to attend."
"180, The Head Teacher
and councillor should have the right to attend. There
should definitely not be any need for an invitation."
"181, "
"182, Essential that
Head Teacher attends and when and where relevant a councillor.
There was mixed feelings over the attendance of non-members of a
parent forum."
"183, We feel that the
current practice of open meetings should be maintained. We
feel the Head Teacher brings experience, expertise and insight
and is in an ideal situation to act as advisor to the Board.
A Head Teacher's presence encourages communication and trust and
discourages disunity and misunderstanding. We feel Head
Teachers have a right to attend - if difficulties do arise
through personality clashes/poor communication, they are more
likely to be resolved if the Head Teacher is required to be
there."
"184, Don't agree as we
do not support new structure of parents forum. Comments
from (the Minister's) letter dated 14th April contradicts itself
through and though."
"185, "
"186, Head Teacher and
councillor should have right to attend. Members of
education authority should be by invitation"
"187, Existing rules on
attendance should apply."
"188, Right to attend.
Both."
"189, They should be
able to attend as they do at present."
"190, I agree with
automatic right of attendance for Headteachers, school senior
management team and local councillors."
"191, "
"192, Current situation
is acceptable. Non members should be able to attend and
invited to participate by chairperson. Head Teacher should be
present"
"193, We believe the
Head Teacher is crucial to the success of the forum as is the
presence of a staff member on the Committee. Councillors
and others by invitation."
"194, Head Teachers and
councillor should be members of the parent forum."
"195, I think it is very
important that the Head Teacher attends. Again we feel the
current system works well."
"196, Head Teachers and
councillors should have right to attend. Non-members can be
invited on request, to attend."
"197, H/T right to
attend without invitation - councillor ditto."
"198, Head Teacher must
have the right to attend. Invitation to non members by
invitation when relevant."
"199, No we feel
strongly that these meetings should be open to Head Teachers,
teaching staff, local councillors and interested members of the
public, especially parents."
"200, Generally meetings
should be open to teachers and parents. However school
forum could call a meeting for members only to discuss specific
issues."
"201, The Head Teacher's
involvement should be essential. The Councillors should
also attend as often as possible. Anyone has the right to
attend."
"202, Parents should
have right to attend. No need for invitation. Imperative
that staff attend too."
"203, As per previous
responses we felt it was extremely important to have the HT/staff
rep at meetings - the latter part of the question"
"204, No. Non-members
should continue to have rights of attendance."
"205, Headteacher and
Councillor should continue to have the right to attend."
"206, Non-members - HT,
councillor, clerk - should attend by right."
"207, I feel the Head
Teacher should have a 'right' to attend any school meeting."
"208, HT must have right
to attend - not a lot of point in forum discussing 'child'
related issues / school without HT."
"209, I believe
Headteacher, should attend parent forum meeting - carrying on
with the existing ""partnership""
relationship."
"210, If it is to be
only a Parent Forum will have a restricted remit - benefit of a
school community approach will be lost. Invitation is not
appropriate puts head teacher, church representative and
councillor outside - this will in the long term lead to the
Parent Forums being ignored firstly by L.A., then by National
Govt (as planned)."
"211, It is essential
that Head Teacher or Deputy attends - should have the right and
duty to attend."
"212, As question 10 (
School & council reps should have a right to attend. ) Head
Teacher & council rep have a right to attend."
"213, The attendance of
the Head Teacher is essential for both the parents and the Head
Teacher; for the transfer of information and for successful
communication channels. Teacher representation is also
vital and the presence of the councillor desirable.
As under the current system, parents should be able to meet
informally if required."
"214, Head Teacher must
have right to attend.
Councillor should be invited.
Other individuals at discretion of forum."
"215, Headteacher and
other individuals should have the right to attend."
"216, No"
"217, Blank"
"218, Yes, by
invitation."
"219, See Question 10 (
No. We have valued the support of our co-opted members.
Also teacher representation & the Head Teacher in an advisory
role help to inform the school board of issues relevant to the
school. )"
"220, No"
"221, The present
situation is fine."
"222, The Headteacher
should have the right to attend.
As it is."
"223, No. We
believe that meaningful governance can only be provided by a
board representing all stakeholders in the school and that all
members of this governing body should hear all discussions."
"224, "
"225, Head Teacher and
Councillor should attend as a right."
"226, We believe that
non-parent members, especially the Head Teacher, other staff
members, the councillor, or other individual should have the
right to attend with the current restriction on participation
applying."
"227, No I do not.
Councillors and Headteachers should have a right to attend."
"228, Under the current
arrangements this problem would not arise. We believe that
the Head Teacher should always attend meetings."
"229, N / A"
"230, Blank"
"231, We thought these
changes were to encourage a greater involvement for parents in
their childrens education, not to put them off by rules and
regulations."
"232, "
"233, No - we think that
various non-members should have a right to attend, e.g. Head
Teacher, Parish Representatives in denominational schools,
Councillors etc., But above all PARENTS, who are prevented from
attending under the terms of the draft bill, a weird omission,
even an absurdity in legislation entitled ""parental
involvement"". After all parents have the right
to attend school board meetings at present."
"234, We believe that
the Headteacher should have the right to attend. Councillors
and others should attend by invitation."
"235, N / A"
"236, Same set up as
current School Board would be sensible."
"237, "
"238, It is hard to
comprehend how an effective forum could exist without the
attendance of the HT. How would partnership / communication
develop without the attendance of the HT."
"239, The councillor, HT
and teacher reps should attend."
"240, Head Teacher
should definitely have right to attend. See q10. ( Head
Teacher should definitely have right to attend, and preferably
community involvement, but parents should be in the majority.
Some parents feel they would be LESS likely to attend if school
not represented. What would be the point if just
parents discussing issues in isolation? )"
"241, We think that any
Forum would be enhanced by attendance of Head Teacher / staff.
Local Councillor can always add to the support structure of the
group. Surely any group is set up to work with the school.
Parents Forums which are not structured could turn into
chaos."
"242, Mandatory for
Headteachers to attend and representation from staff members as
happens at the moment. Councillors should attend possible
once a year."
"243, Qs 13/14 No.
Present structure suitable.
Headteacher/teachers HAVE to be there! Communications vital
between parties.
Cannot function without contact at meetings.
Councillors free to attend."
"244, Non members should
be allowed to attend and participate on invitation."
"245, Head teacher &
staff and Local Councillors by right. They are necessary.
Other non-members by invitation. Co-opted members as per
bodies need."
"246, "
"247, "
"248, Head Teacher needs
to be there to establish good liaison. Teacher rep should
always be there. Non members - should only be there by
invitation."
"249, Yes - non members
only by invitation (parent). I don't have an objection to
attendance if they merely give prior notice rather than just
turning up. I do feel members of the teaching staff or
councillors should have the authority to attend uninvited."
"250, By
invitation"
"251, All parent forum
meetings should be open to the public. Head Teachers and
Councillors should maintain the right to attend and advise.
Parent forums should be allowed to invite anyone to attend and
speak at meetings - non-members should be invited whenever needed
by parents forum. No automatic right necessary."
"252, "
"253, "
"254, This is how the
School Boards are running at the moment. There has to be
staff involvement and the help of a Councillor by
invitation"
"255, We think that Head
Teachers and Councillors should have the right to attend all
meetings."
"256, The forum should
have the right to meet without the Head Teacher"
"257, Non-members should
attend by invitation, but in close communication with Head
Teacher and staff member as on present School Board"
"258, Structure should
be kept as it is. Representative from school should always
be present otherwise parents would not know what was going on in
the school. This would encourage rumour mongering and
hearsay. This encourages no consultation with school."
"259, We believe Head
Teacher should be an integral part of the forum - other
individuals (other than members) would be invited. Membership
should be broader than parents and must include teacher
representation. Parents should probably be in the majority.
"
"260, No - care has to
be taken that parent forums do not become a closed meeting as
there is no requirement for minutes, the group could discuss
whatever they wanted could be used as a group where parents air
grievances but don't have any formal method of taking this
forward."
"261, Should have the
right to attend by invitation."
"262, Somebody
representing school education should attend (not necessarily Head
Teacher)"
"263, Head Teacher's
attendance compulsory! option to exclude if necessary. Staff
member - elected by staff. Co-opted Community members.
Meetings open to anyone interested in school activities."
"264, We believe all
sections of school life from pupil to local authority should be
represented including staff and outside community, i.e. local
business or other outside perspective."
"265, No. Head
Teacher and local councillor should have the right in fact
obligation to attend."
"266, We should keep the
status quo, where the Head Teacher is nearly always present,
where councillors have the right to attend and where other people
can be invited as and when necessary."
"267, "
"268, "
"269, It is good to have
these people involved. Meetings should be open where
possible."
"270, No"
"271, I would like to
see the Head Teacher or deputy of the school and co-opted members
attend every meeting. Increase the number of parent members
and if non-members wish to attend this should be encouraged where
a new issue requires discussion and concerns need to be
voiced."
"272, We consider that
meetings should be applicable to all as defined under the current
legislation."
"273, I think attendance
by Head Teacher or councillor should always be encouraged - by
invitation, self invitation, whatever way possible!"
"274, The world has gone
mad - we are talking about a School within a community - of
course the Head Teacher should have the right to attend along
with any other councillor or interested person if
required/invited."
"275, The Head Teacher
and councillor should have automatic right to attend and
advise."
"276, What a waste of
time this all is. Head Teacher should have the right!
Of course he should have the right - he must be there and so
should anybody else with any involvement in the school. What
is the point of having a meeting discussing the school when we
have a bunch of parents who don't know a jot about the current
issues or the educational needs of the running of the
school."
"277, No - Head Teachers
should attend as a matter of course. How do the parents and
vice versa, i.e. schools know what is going on in and around the
school without management involvement. A forum would just
become a talking shop. Anyone should be allowed to attend
if they have an interest in the school. Head Teachers could
become much more authoritative and there would be an onus on no
consultation."
"278, No - under the
present system those with vested interest are presently involved
in the process: parents, head teacher, teacher reps, local
councillor, and co-opted members from the community. That
system works. We have very serious reservations for a
parents grouping to be able to meet without the presence and
advice of the head teacher, teacher reps, local councillor and
co-opted members from the community."
"279, I believe the Head
Teacher has a right to attend meetings with councillors or other
individuals being invited if and when required."
"280, "
"281, "
"282, Head should ALWAYS
be included. This is not about a struggle for power and
control. Anyone is welcome. The chair should control
the debate."
"283, It is imperative
the Headteacher attend, or be able to attend, a parent forum.
Attendance by local councillor, community police, priest should
be encouraged to assure community involvement."
"284, Majority responded
that head teachers and councillors should be allowed to attend.
If parent forum is to promote and represent views of parents
involved in their childrens education then teachers need to
be present to ensure discussions are based on accurate
information.
Minority - invitation regularly."
"285, "
"286, NB It is the view
of (our) school board that these questions are too prescriptive
in nature and do not give an opportunity to address some
fundamental matters raised by the proposed new bill as drafted.
Please see our response in the additional comments box."
"287, Blank"
"288, Again, this is
covered by the current rulings."
"289, "
"290, "
"291, We, as a school
board, representing the views of parents whose children attend
(our)Primary School, are unanimously rejecting the new proposal,
and are against abolishment of the Scottish School Board 1988
Act."
"292, "
"293, "
"294, We believe that
the present legislation for School Boards covers this
question."
"295, The Headteacher
should have the right to attend any meeting of the Parental
Forum. All others could be by invitation but that would be
up to the parental forum to decide."
"296, "
"297, We feel strongly
that both the head teacher and councillor need to be part of the
forum and not ""optional"". Otherwise,
decisions making will be severely impacted and if it is optional,
there is a risk of non-attendance by head teachers which would
undermine the remit of the forum."
"298, "
"299, "
"300, "
"301, "
"302, "
"303, "
"304, It is essential
that the Headteacher and local councillor have the right to
attend meetings. For effective communication and decision
making it is essential to have relevant information and
representation. Accordingly, current arrangements for
School Boards and PTAs specifically require the inclusion of the
Headteacher and representatives from the teaching staff. The
absence of such support from the school community and education
authority would result in protracted debate and ineffective
operation of parental forums. Under the draft consultation
document, it is conceivable that multiple parental forums could
be established within a single school, potentially consisting of
individual parents, each requesting school and/or education
authority support for information or representation.
"
"305, "
"306, The overall
feeling of this group is that the HT or other teaching staff
should be in attendance as it would defeat the purpose of the
forum to discuss school matters without a full input. These
meetings should be open to anyone with an interest although the
right of speech should be with the chair of the group.
"
"307, "
"308, "
"309, "
"310, The head teacher
should have to attend a majority of the time (as an advisor
rather than an officer) and councillors or members of the
Education Authority should be encouraged to attend as much as
possible by invitation.
"
"311, The existing
School Board works successfully and should not be replaced.
The Head-teacher and Councillor must have the right to attend a
Board to assist in effective communication. Non member parents
currently can attend School Board meetings and have a voice but
no vote.
"
"312, "
"313, "
"314, This should not
change from existing format"
"315, The Head Teacher
should have the right to attend without doubt"
"316, The Head Teacher
should be in attendance to share information and promote
partnership. They should have the right to attend and to
speak but equally the current system which allows voting members
to discuss items in private should continue. Ideally, the
local councillor should also attend to share relevant
information. The parent representative group should also
have the right to invite other specialists to attend, e.g.
police."
"317, We are of the
opinion that the Head Teacher should attend."
"318, No"
"319, Do the teachers
want their cake and eat it! The Headteacher should be a member
(no vote) as should the local elected member. An important
body as this must have input for all agencies of the community
and by statute be accountable."
"320, Head Teacher must
attend meetings and if the local councillor wishes to attend then
this is a vital link which can prove to be very helpful
especially during times of refurbishment and PPP proposals."
"321, Head Teachers
should be required to attend. Staff members and community
members should be co-opted. Councillor representatives
should be required to attend. Meeting should be open to
anyone with an interest in the school."
"322, The Councillor
should have the right to attend. The HT a duty to attend. Any
parent should be able to attend but only those elected have the
right to vote."
"323, No - attendance to
official bodies and meetings must be retained as a right of
attendance, not by invitation. this must be an open meeting
format to ensure fairness."
"324, In order to
maintain open dialogue but also to ensure the quality of
operation, the forums must preserve the rights of attendance for
those members of the present School Board system. You can
only see invitations not being offered in situations where
conflict exists."
"325, The Head Teacher
should always have the right to attend."
"326, It would be
preferable that Head Teacher/member of staff be a standing
member, thus improving communications between school staff and
parents forum. Non-members should be invited to observe as
at present. Important that, in today's society, Boards have
opportunity to co-opt church representative."
"327, Rights of
attendance work well within School Boards and there is no need to
change these. It is unlikely that the Head Teacher, as the
principal adviser to a School Board, would ever be excluded
unless in very exceptional circumstances. The current
arrangements for inviting local councillors to attend School
Boards work well and should not be changed."
"328, Believe
Headteacher should have a duty to attend and pupils should be
able to attend if appropriate."
"329, Non members by
invitation. Head Teacher mandatory. Council as and
when available to attend."
"330, Feel it would be
essential for the Head Teacher to be in attendance at any
meeting. Meetings should be open to any interested
parent."
"331, Parents must be in
majority but must have staff representation and co-opted members
from the community. The local councillor plays a vital part
in the School Board and his/her presence should be
maintained."
"332, The presence of
the Head Teacher is vital if the forum is to be fully aware of
what is happening in the school. The relationship between
the forum and the Head Teacher is the basis of a fruitful
partnership. Councillors have normally been welcomed to
Board meetings and there is no reason why this should not
continue. Attendance by other parents etc is currently
allowed both by invitation and by right (for parents). In
the absence of evidence of problems arising from this any change
would seem unnecessary."
"333, Non members of
parent forum should attend only by invitation, but forums still
should have some authority invested in them so they cannot be
conveniently ignored."
"334, I think the head
should always be invited to attend to keep good relationships
between head and forum. Others should attend by invitation
as appropriate to specific issues."
"335, No"
"336, If the meeting is
to be held on school property then certain safeguards must be in
place. School records, for example, must be kept inviolate.
Parents should be allowed on school premises for school meetings,
discussions, etc. If parents are organising the meeting
then they decide their speakers, etc. While I believe the
Head Teacher should have the right to attend, it may be to
his/her advantage not to, or to be 'available' in their office.
Councillors or other individuals should be there by invitation.
It would be courteous to inform the Head Teacher about other
invited speakers."
"337, Leave as at
present"
"338, Meetings should be
'open' with formal agenda - includes other parents, teaching
staff, councillors etc. Someone should attend on behalf of
the staff - e.g. Head Teacher. Councillors attendance
should be requested if specifically required."
"339, Don't agree - Head
Teacher and councillor should have a right to attend School
Board/parent forum meetings."
"340, "
"341, We believe the
present legislation for School Boards covers this question."
"342, As it is the Head
teacher who writes the School Development Plan, directs the
school, I would have thought it pretty fundamental that
they are in attendance, also the local councillor, particularly
if they sit on the Education Committee and a Education Authority
Representative, so therefore they should have the right to
attend."
"343, We object to the
complicated language of this question! Under the present system,
the Head Teacher attends as an advisor, with the right to attend.
This should continue. Your question presupposes the
establishment of parent forums."
"344, No. We agree
with the existing arrangement, where head teacher and councillors
are expected to contribute.
This helps parents to learn how to participate.
"
"345, One of the issues
with current School Board regulations that acts as a barrier to
wider parent participation is the lack of any 'open questions'
period during board meetings where any parent has the opportunity
to raise questions or concerns to the school board. This is an
example of an incremental improvement that could benefit the
current system.
The current school board system requires the head teacher to
attend - and it is the opinion of this School Board that
attendance of the Head Teacher is essential for all productive
board meetings. We cannot understand what benefit there
would be in not inviting a head teacher or local councillor to
any School Board or Forum meeting. We are also concerned
that the draft bill does not consider the ability that some head
teachers may not wish to participate in parent forums - and will
not be possibly obligated to do so.
"
"346, Headteachers
should be required to attend in an advisory capacity. There
should, however, be the option to exclude them if required.
Staff member representative, as chosen by the school, should be
co-opted.
There should be the option to co-opt members from the wider
community.
The meeting should be open to anyone with an interest in the
school.
The provision should allow for more parents to be on the group
than at present.
Councillor representatives should be required to attend.
This is another leading question.
The consensus is that the answer to Question 13 is No.
"
"347, Headteachers
should be required to attend in an advisory capacity.
There should be staff representatives. There should be pupil
representatives.
Councillors should be able to attend as of right.
"
"348, Whether it he
parent forums or modernised School Boards we believe that it is
paramount to the successful operation of the Board/forum that the
Head Teacher has the right to attend and be an integral part of
any arrangement. You cannot speak of partnership and yet
allow a key figure in that partnership to be excluded and subject
to the vagaries of ""invitation"". We
should be encouraging open dialogue and setting an example to
children as to how face-to-face talking through of issues is key
to successful resolution. Parents will always find ways of
meeting/speaking without teaching staff present in order to
formulate positions on certain issues and encouraging (we can
only assume unintentionally) the latter in any structure is not
the way forward.
In terms of the Councillor, our experience of having he/she
present has been very positive. Again it provides another
perspective on issues but perhaps the role is one step divorced
in the partnership so whether it requires the same rights is less
certain. Perhaps for the latter and for other individuals, by
invitation (which could be a ""standing""
invite for the Councillor) is sufficient as long as any request
to attend is not unreasonably refused.
"
"349, It is reasonable
to assume that the purpose of the parent forum is to promote
contact between parents and the school. This could not be done
without consultation between the Head Teacher and the parent
forum and the Head Teacher's attendance should be assured. The
Head Teacher should have the right to attend or send a
representative without the need for invitation. The current
system whereby the Head Teacher is 'adviser to the School Board'
is too vague and can result in conflict. Other parents,
councillors and teachers should have the right to attend all
forum meetings."
"350, This question
demonstrates why many people are so concerned about the proposals
put out to consultation by the Scottish Executive. Surely
the Scottish Executive wants to facilitate a positive, pro-active
working relationship between a Parental Forum and the school's
Headteacher and the education authority. How could this be
achieved if Headteachers are not an integral part of the process?
Again the role of a Headteacher as a formal advisor to School
Boards is a very effective relationship. Similarly the
local councillor needs to be a key partner in the activities of a
Parent Forum.
"
"351, "
"352, "
"353, "
"354, This is an open
forum and should not be held behind closed doors, cloaked in
secrecy. Teachers and Heads should be represented with
non-members being invited as necessary. School Boards run
successfully with the proviso that the public can attend but not
participate unless invited to do so. This seems to work
well so why break it up ? This will only build a rift
between parents and staff."
"355, Yes we have
already given our views on this in our answer to question 10 and
repeat this here for your convenience. We believe that
parent forums would benefit from having the flexibility to allow
others to take part but should decide for themselves who the
extra members should be. We are particularly in favour of
co-opted local non-parents and teachers being involved. We
also value the presence of the head teacher as an advisor. We
do believe each individual forum should decide for itself on non
parent invitees. We believe parents should be in a majority
and should be free in their constitution to call occasional
parent only meetings if necessary.
"
"356, "
"357, The existing
arrangements are fine. How can they be involved if they do
not interact with staff and authority. "
"358, It should be
allowable for Parent members to meet informally to discuss issues
on their own, should they wish. However, the
expectation/requirement should be that the Head Teacher should
normally attend Parent Forum meetings, whether by duty or by
right. Likewise, councillors."
"359, "
"360, All members have
equal rights"
"361, - No. Potentially
if saying no right to attend but can in effect be summoned would
result in possibly Head Teachers and Councillors saying
""Don't want you to attend this meeting"".
- Will lead to break down and reduce effect of Councillors
getting things done.
- Anyone should be able to attend meetings of School Boards but
limited whether they can contribute unless asked by Chairperson
and are excluded for sensitive matters - another reason why
School Boards must stay as they are.
- Keep status quo.
- Greater community involvement fosters good relationships within
the community.
- Head Teacher will listen to us and we can act in areas where
Head cannot. e.g. concern about lifts in the building, but as a
School Board we challenged this and we used other routes to get
things discussed. Another example was the Section 28 Debate.
- It would be a foolish Head Teacher who would not bear in mind
parents' views.
- School Board rightly consulted during the HMIE visits.
- Head would feel naked without the support of an elected
legitimate parental forum.
"
"362, NO. Everyone
within the School community should have the ""right of
attendance"" as valued Stakeholders. Headteacher and
staff member must be included to develop a good working
partnership as already exists within School Boards. It is
important that local councillors are invited to attend, in order
to impart important information to the
""Forum"" from the local authority and vice
versa.
"
"363, "
"364, "
"365, "
"366, We believe Head
Teacher and councillor should have right to attend."
"367, "
"368, "
"369, HT - right to
attend, Chaplain - right to attend, Councillor - invitation"
"370, All people with an
active interest in the school should be able to attend. Why
have a closed shop?"
"371, No applicable as
we disagree with the whole idea of these type of parent forums.
The Head Teacher should always have the right to attend."
"372, Right of
attendance should continue for Head Teacher"
"373, N/A"
"374, Yes - 5 groups -
invitation only when required (third parties)
No - 1 group - HT and teachers should legally be involved in
advisory role"
"375, Everyone involved
with the School should have the right to attend."
"376, No - it should be
open to all members of the community and education
services."
"377, We believe that
schools along with any parent groups should have an open
door policy to any parent or members of the community.
This will assist us with the overall enhancement of the way in
which our school is run."
"378, The Head Teacher
should be invited to attend but they should be expected to attend
each Board/forum meeting as they are best placed to advise."
"379, We object to the
complicated language of this question! Under the present
system the Head Teacher attends as an advisor, with the right to
attend. This should continue. Your question
pre-supposes the establishment of parent forums."
"380, No - there is a
danger that the forum's ability to represent the views of all
parents or to inform parents accurately on educational matters
may conflict with the duty of the Head Teacher."
"381, How can a parent
forum effectively represent the needs of parents and children in
the school if the Head Teacher is not automatically attending
each meeting. Surely parent and school participation is the
goal not separation from staff and school for parents Some
forums who do not communicate well with their Head Teacher would
not effectively represent the needs of the children and
parents."
"382, All school parents
should have a right of attendance. I also feel the Head
Teacher, any other teacher, any pupil or a member of the
authority should also have this right."
"383, We believe the
Headteacher should be an active member of the forum along with
other agreed representatives, teachers, co-opted community
members, PTA rep, pupil rep. Invitation to a councillor
which is a good link to the education authorities. The
parent group should be able to meet on their own once a year.
An open meeting could be held if required."
"384, I would have
though meetings should be public - so anyone would have the right
to attend, although not necessarily the right to speak unless
invited to do so. If it were mandatory for the Head Teacher
to attend there could be an embarrassing situation if he/she were
up for discussion! (although he/she would have to be approached
at some point in order to resolve any differences)."
"385, "
"386, "
"387, The Head Teacher
or his/her representative should always attend. Others by
invitation."
"388, Open to all."
"389, Head Teacher
should most definitely have right of attendance and their
attendance should not be by invitation. Consider their
attendance vital in running of forums."
"390, Open access"
"391, The Head Teacher
and local councillor should have the right to attend. Others
by invitation. How can an organisation that is set up to
'involve parents better in schools' operate without the direct
involvement of the Head Teacher?"
"392, I think that the
Headteacher should always attend. Others by invitation
only."
"393, It is a
duty/responsibility of the Head Teacher and Councillors to attend
School Board meetings and this is invaluable. Much of the
business would not make sense without such links. Head
Teacher/Councillors have the right to attend."
"394, No - the Head
Teacher should be required to attend. Meetings should be
open with parents able to contribute if invited to do so as with
the current Boards."
"395, Head Teacher
should be allowed to attend and contribute to enable the forum to
know what is happening within the school."
"396, HTs should attend
all meetings and participate. Other parents should be
invited and can be asked/invited to participate."
"397, Meetings should
not be a closed shop."
"398, Head Teacher must
be present. How would forum understand the issues? Must
be present."
"399, Head Teacher
should attend meetings; there may be a meeting when asked
specifically not to attend. Others invited as and when
necessary."
"400, Head Teacher
should attend every meeting and invite other people as and when
necessary."
"401, Don't understand
the question(s)"
"402, I think that the
Head Teacher should attend all meetings unless specifically asked
not to."
"403, "
"404, The involvement of
the Head Teacher in a school is an invaluable and positive
requirement that should not be lost, as it would diminish the
status of the parent body. We therefore believe that it
should be the right and duty of a Head Teacher to attend forum
meetings and that she or he should be an integral part of the
forum, much as the Head Teacher is the adviser to the School
Board. A Head Teacher should only be exempt or barred from
attending meetings in specific circumstances that are set out in
the proposed Act. There is merit in allowing for some
continued involvement of the local councillor in parent forums
although there is currently great variation in how assiduously
councillors attend School Board meetings at present and the
support they choose to give when they do."
"405, The Headteacher
should be a member of the Board. A Board meeting should be an
open meeting, appropriately advertised to allow all interested
people to attend. At these meetings everybody should have the
right to speak. (Our) Primary School Board considers that the
current rule that people can only speak if invited by the Chair,
gives the impression that Boards are exclusive. The Chair is
responsible for the running of the meeting and this person can
use their authority to ensure the meeting runs appropriately.
"
"406, We should retain
the right to invite anyone and not unreasonably refuse a request
to attend. We feel that it is essential that the head
teacher should be required to attend - as an adviser and not a
member. Councillors should retain the right to attend.
"
"407, No. To be
successful the Parent Forum must have a strong working
relationship with the Head Teacher and we feel it is essential
that the Head Teacher is present at all meetings. To form a
Forum where the Head Teacher was not invited, and by implication,
not welcome be incredibly divisive and damaging to parent
representation in the school. Local Councillors do not need a
mandatory right to
attend, but they should be a regular invitee to the Forum
as both an advisor and resource. On balance, we would prefer the
rights of Head Teachers and Councillors to remain."
"408, "
"409, As per the School
Boards (Scotland) Act 1988"
"410, "
"411, "
"412, Members of the
Parent Forum (or School Board) should be able to meet without the
head teacher present, if they want to, since there are times when
discussion can be inhibited by the head's presence.
"
"413, "
"414, Blank"
"415, "
"416, "
"417, "
"418, "
"419, Yes. Membership
should be confined to parents and to co-opted individuals but
there must be a mechanism allow to engagement with the Head
Teacher. This may be by their being in attendance. Without
the Head Teacher, the work of any parent forum will be in a
vacuum and largely meaningless."
"420, "
"421, "
"422, "
"423, No. The head
teacher is a vital element of ensuring communication between the
school and any parental body (either School Board, PTA or the
suggested new parent forum).
The draft bill states that Council Officers and Elected
Representatives would not have the automatic right to attend and
address the forum. The forum would be able to invite such
representatives to meetings but it is proposed that there would
not be any legislative requirement for them to attend.
Attendance would therefore be up to the discretion of the
individual approached to attend a meeting. The Director of
Education for example would no longer be legally required to
attend the parent forum
It is an essential part of parental involvement to ensure
that parents can continue to work in partnership with the local
authority. There needs to continue to be an obligation on
officials and officers to offer support, advice and participate
within the proceedings where necessary."
"424, We feel that at
present with School Boards, Headteachers should have a
contractual obligation to attend meetings to allow sensible,
regular consultation between parents and teaching professionals.
Other non-members should be required by law to respond
appropriately if interaction is on a matter of importance to
parents and the non-members have relevant information."
"425, "
"426, Definitely believe
that HT/Councillor should have right to attend."
"427, We think it is
important that the Headteacher has the right to attend since the
point of the forum is to encourage partnership between the school
and parents. We also think that it is important that a
balanced view is taken of the number of meetings, in order to
avoid over burdening parent and teacher members. Attendance
of others should be subject to local requirements
"
"428, This question
demonstrates why many people are so concerned about the proposals
put out to consultation by the Scottish Executive. Surely the
Scottish Executive wants to facilitate a positive, pro-active
working relationship between a Parental Forum and the school's
head teacher and the education authority. How could this be
achieved if head teachers are not an integral part of the
process?
Again the role of a Head teacher as a formal advisor to School
Boards is a very effective relationship. Similarly the
local councillor needs to be a key partner in the activities of a
Parent Forum.
"
"429, The status quo is
perfect: the Board values the attendance of the head teacher and
councillors. Members of the public can attend at present
and the system works well."
"430, Head teachers
should have the right to attend forum meetings. If the Head
teacher does not attend these meetings then the forum will have
no feedback from the school and the whole exercise will be
obviated. With regard to Councillors the same rights should
be continued as at present. Councillors who are in contact
with the school and parents have a better understanding of any
problems being experienced, or items of excellence and interest,
which can be taken forward more easily to Council. Any
other non-members of the forum should attend by invitation
only."
"431, The prominent
advisory and communication role played by the head teacher or
senior management team is one of the areas which we feel the
current School Boards very much have right, and this must not be
lost when they are amended. Also, our experience involves very
helpful input from our local councillor, and we believe such
attendances at future School Board meetings are to be encouraged.
The role of head teachers and local councillors in parent forums
- as we have outlined them in earlier answers, not as defined in
the draft bill - would need to evolve with experience."
"432, Definitely NO.
How can the forum support the school and childrens'
education without close consultation with the Head teacher?
The Head teacher should be present as of right in an advisory
capacity. This will also prevent inappropriate discussions taking
place (i.e. of named pupil or staff). Councillors should also
have the right to attend - how can they support the school and
community if they are not kept up to date. Also, they con be
extremely helpful and supportive as they have a wealth of local
knowledge and information."
"433, DON'T AGREE-. Head
teacher and councillor should have a right to attend school
board/parent forum meetings."
"434, If the ethos
behind this legislation is to encourage parental involvement,
community involvement and school involvement, the Board believes
that non- members should be entitled to attend without
invitation. In the today's society, it is important that
such meetings are open and transparent so that the forum can
operate in an impartial way and members held accountable. The
contribution of head teachers and councillors cannot be
underestimated as they will often provide information not
otherwise available and ensure that debate is well-rounded and
comprehensive."
"435, If it involves the
school, the Head teacher should have the right to attend. There
should definitely be some type of school management
representation. Not having provisions where co-opted
members such as a church representative on Catholic School Boards
or a Head teacher and staff representative leads to a weakening
of our statutory rights and could also lead to dangerous gaps in
communication between parents and the school management - not in
the best interests of the school community."
"436, We believe the
head teacher should have the right to attend, and the councillor
and/or other individuals should be able to attend by
invitation."
"437, Disagree. Head
teachers should be required to attend in an advisory capacity.
There should, however, be the option to exclude them if required.
- Staff member representative, as chosen by the staff, should be
a member
- There should be the option to co-opt members from the wider
community.
- The meeting should be open to anyone with an interest in the
school."
"438, The existing
arrangements are generally satisfactory. The head teacher
is expected to attend as ""adviser"" and his
attendance, experience & general contribution is always a key
element of meetings and the exchange of information to Parent.
Note that this question is poorly stated. The question
assumes that the Draft Bill arrangements are inevitable."
"439, We think the Head
teacher should always attend as in School Board format. In
our experience as a school board, without his/her involvement it
would be very difficult for the forum to be kept up to date with
school activities/information etc. In the case of
denominational schools, there should also be a religious
representative, as these schools and their religious counterparts
generally work together, in co-operation with parents. However
other attendees should be by invitation."
"440, No. Current
arrangements for the attendance of head teachers, or their
representative m an advisory capacity, should remain. Elected
councillors often work hard to progress the schools in their
wards and should also have the right to attend, as should
teachers. Schools are a partnership."
"441, Should remain
similar to the school board arrangements to ensure some order is
maintained. Headteacher should have the right to
attend."
"442, Yes"
"443, "
"444, "
"445, "
"446, Non-members should
be free to attend and raise relevant issues without
invitation."
"447, Yes - invitation
only with the exception of the Head teacher. This enables
free discussion without bias from others."
"448, "
"449, No. They
should have the right to attend and the Head Teacher must
attend."
"450, Head Teacher
without invite. All others by invitation."
"451, No"
"452, "
"453, No"
"454, As stated at
Question 10 - the head teacher should be actively involved."
"455, "
"456, "
"457, Yes"
"458, Headteachers
should have the right to attend and be encouraged, others by
invitation."
"459, No, head teacher
should have right of attendance. Meetings should be
open."
"460, No. We do
not agree with parent forum. The Headteacher must attend as
he is the person who is able to respond to any questions or
discussions on all school matters. The Headteacher is the
most important member of any school board.
Councillors can also be invaluable when tackling specific
issues."
"461, Disagree. Headteacher,
staff & councillor are essential."
"462, Staff must be able
to attend to ensure open communication. Education should be
a partnership between home and school, this can not be achieved
without the ""school"" being present."
"463, Headteacher should
have a right to attend."
"464, Teaching staff
must have the right to attend if they want to, must have full
voting powers."
"465, Head teachers -
essential
Clerk - essential
Councillors - highly desirable
Meetings must be open (freedom of information)."
"466, Disagree - the
head teacher should attend"
"467, No - we believe
the head teacher should be in attendance."
"468, No, Headteacher
MUST attend, and teaching rep and invite councillors on a regular
basis."
"469, Yes"
"470, Should attend by
invitation"
"471, Head teacher
should have the right to attend. It is ridiculous to
establish a forum to promote partnership between school and home
and then exclude one of the partners. (The Minister) is
very naive if he believes the draft bill does not prevent or
discourage head teacher attendance at forum meetings. The
whole emphasis has changed."
"472, We believe that
teachers and Headteachers should be full voting members and
church and community leaders should be involved, with full rights
of attendance."
"473, The head teacher
and the local councillor should have the right to attend."
"474, It is absolutely
essential that the Headteacher should attend, as non attendance
could lead to dangerous gaps in communication between parents and
the school management. We should be working in partnership
with our schools not looking to sever existing strong
links."
"475, We feel that there
is no point in a forum without the Headteacher in attendance.
We also believe that non-members (such as councillors and local
community members) play an important role and should have the
right to be there. We believe that parents would lose
interest in the parent forum if the head teacher and staff were
not involved. If the head teacher doesn't have the right to
attend, it would undermine the working partnerships which have
been built up so successfully between many school boards and the
school staff."
"476, Right to attend
with prior notice should continue."
"477, No. Meetings
need to be open to all to show that everything is fair and
transparent. The head teacher should have the right to
attend. A local authority representative and the local
councillor should be obliged to attend at least annually."
"478, No. Removing
the right to attendance is a retrograde step. Head teachers
should be compelled to attend."
"479, It is a backward
step to make no compulsion on council officials, Headteacher, etc
to attend board meetings. To do this takes away the power
of a school board. If our Headteacher, education department
official and councillor didn't attend, how could we make sure
that our concerns were going to be properly listened to?"
"480, The Headteacher
and the councillor should have the right to attend. Others
should attend only by invitation."
"481, If the head
teacher does not attend then the forum will only be a talking
shop and vital information will be lost to parents."
"482, Head teacher and
councillor should have the right to attend meetings with others
having the right to attend by invitation."
"483, It is essential
that head teachers have the right to attend otherwise the
interest of the school will not be served - councillors should
also have a right. Ideally the head teachers and councillor
should be seen as part of the forum although need not attend
every meeting."
"484, Head teachers must
always have the right to attend and should encouraged by EA to do
so. Councillors should be encouraged to attend but not so
sure if that should extend to must always have the right to
attend. i.e. possible to call a meeting closed to a
councillor, but not possible to call a meeting close to the
school's head teacher."
"485, Head teacher and councillor should attend to facilitate discourse between parents, staff and LA."
